MHA provides relief to those unable to file Form FC-6E

Ministry of Home Affairs (MHA) has issued a public notice dated 25th October 2024 which addresses the challenge faced by associations having prior permission or registered under FCRA 2010 who have been struggling to submit a new Form FC-6E to intimate change in office bearers or key functionaries while a prior application is still pending. Until now, the system would not accept any new change till the earlier application is disposed by MHA.

The notice clarifies that, according to Rule 17A of the Foreign Contribution (Regulation) Rules, 2011, associations (having prior permission or registered under FCRA) are required to report such changes (in key members of the governing board or the chief functionary) within forty-five days. In response to the concerns raised, the Ministry has decided that associations can now file a new online Form FC-6E even if a previous application is pending.

When a new application is initiated, details from the existing application will be auto-filled in the new form. Upon submission of the new application, the earlier one will be automatically closed with a remark indicating it has been disposed of as closed.
